Solar panels in North Las Vegas, NV

North Las Vegas permits its own rooftop solar. If your parcel is inside the city, the permit comes from the City of North Las Vegas Permit Application Center on a one page form the city wrote itself, the fee is worked out from your contract price, and the city's published design wind speed is 115 mph. A North Las Vegas postal address and a North Las Vegas parcel are not always the same thing, so the parcel is where every quote starts.

A city that is still building

The city describes itself as home to 290,144 residents and says it leads Southern Nevada in new home construction. The Census Bureau's housing survey backs up the shape of that claim. In the American Community Survey estimates for 2020 to 2024, the median North Las Vegas housing unit was built in 2003, about 62 percent of all units were built in 2000 or later, and about one in five was built in 2010 or later. The City of Las Vegas, for comparison, has a median year of 1994.

That is a statistic about the city, not about your house. It says the odds favour a tract home with a concrete tile roof and a service panel from this century, but the same survey still counts thousands of North Las Vegas homes built in the 1960s and 1970s, and the only way to know which one you have is to look.

The North Las Vegas permit is one page, and it asks unusual questions

The Residential Solar Panel Application and Permit is a single sheet. Its last line says the application officially becomes a building permit once it is submitted and approved by the city, and it expires 180 days from issuance.

Before any of the technical questions, the applicant has to tick yes or no to five solar collection standards. Three of them are siting rules: at least three feet from all property lines and from other structures except the one it is mounted on, mounted directly to the roof plane and integral to the roof design, and no more than 12 feet above the roofline or the zoning district height limit, whichever is less. The fourth asks whether the array is on the main home of the property, which matters if you were thinking about a detached garage or a casita. The fifth asks whether everything is listed by an approved agency as required by the 2017 NEC, while the city's adopted codes list the 2023 edition, so we design to the adopted code and ask the counter if anything is unclear.

Then come six questions that decide how involved your job is: more than five pounds per square foot on the roof, plumbing or mechanical vents that have to move, a battery storage unit, a center fed panel, a de-rated main breaker, and a service upgrade. A service upgrade gets its own separate permit.

Two more lines on that form are worth reading twice. The contractor has to give a North Las Vegas business licence number as well as the state licence, so a company without a city licence cannot fill in the form honestly. And there is a note addressed to you, the owner: if your system needs a solar easement, the right to keep sunlight reaching your panels across a neighbour's land, negotiating it with the neighbours and recording it with the County Recorder is your responsibility. Most roofs never need one. The question usually comes up only when something tall could be built to the south of your roof.

What the city charges, and how it works it out

North Las Vegas does not print a flat price for solar. The form asks for the project's total valuation or contract price and the system size in kW, and the Permit Application Center page points to Chapter 15.72 of the municipal code for the permit fee tables, with electrical permits under Table 3-B.

What the page does publish is the layer on top: a 75 dollar administrative fee on each permit, plan check at 65 percent of the permit fee, planning and zoning review at 10 percent, a recording fee of 3 percent with a two dollar minimum, and 100 dollars for a re-inspection or a same day inspection. The city states that these figures are for estimation only and that exact fees come from the Permit Application Center. Because the base is your contract price, two identical arrays sold at different prices can carry different permit fees here. Your written quote from us shows the permit fee as its own line.

One housekeeping detail if you hold a city portal account: North Las Vegas moved its Citizen Self-Service portal on June 20, 2025 and asked every user to re-register with the same email to relink their permits.

The wind number on the permit page

The same page lists the city's design criteria, and one of them is a racking question in plain sight: wind load 115 mph, Exposure B or C. Exposure C is open terrain, and a house at the northern edge of the city backing onto open desert is the kind of site where the difference is real. It changes the attachment spacing and the rail spans in the engineering, not whether you can have solar. On a tile roof it is one more reason to want each attachment flashed into a rafter rather than hooked under a tile.

What a North Las Vegas kilowatt returns

We ran the same model at three points in the city: one kilowatt of panels, south facing, 20 degree tilt, building mounted, 14 percent losses, in the European Commission's PVGIS tool on September 29, 2026.

Elevations are from the USGS elevation service. The three south facing results sit within a quarter of a percent of each other, and they come in a little over one percent below four points we modelled in Summerlin under identical settings. Turning the array from south to west costs about 16 percent. A model of a clear, unshaded plane is not a quote and not a promise about your roof, but it does show where the real decision is: which planes you put the panels on.

After the city finals it: NV Energy

North Las Vegas is NV Energy territory. Once the city's final inspection passes, interconnection runs through NV Energy's PowerClerk process, and the utility's handbook, version 7 dated October 16, 2025, sets the Southern Nevada application fee at 189 dollars and cancels an application whose fee is not received within 30 days. It also says interconnection work has to be done by a Nevada licensed C-2 or C-2g electrical contractor. The full sequence for all four valley jurisdictions is in our permit guide.

If you want a battery, say so before we file. The city's form asks about battery storage up front, and NV Energy reviews storage separately, so a battery added later means paperwork done twice.
